			<content:encoded><![CDATA[<p>Mark your calendar for this Sunday. The 2009 Non Chinese Basketball League Manager&#8217;s Meeting will mark that the tourney is near. Previously in most tournaments (MB Cup, KL Non Chinese Basketball Tournament), the particular tournament will usually kickoff 14 days after the manager&#8217;s meeting. So will that mean that the 2009 Non Chinese Basketball League will kick off on 10th May 2009? Maybe, maybe not.</p>
<p>In any case, here&#8217;s the details regarding the meeting:</p>
<p>Date: Sunday, 26 April 2009<br />
Time: 2.00 PM<br />
Venue: MVP Sport Promotion, 65, Blok R, Taman Megah, Batu 9, Cheras</p>
<p>Meanwhile, an update on  the teams that will be participating in the 2009 Non Chinese Basketball League. 26 teams have confirmed that they will be competing in the NCBL 09, an increase of 3 from my last post. Here&#8217;s the list of 26 teams:</p>

			<content:encoded><![CDATA[<p>Finally, after hearing comments from the readers &amp; our very own Yasier Rashid&#8217;s opinion on the National/Ex-National Player (Nationals) cap for the Non-Chinese Basketball League 2009, here&#8217;s my take on the subject.</p>
<p>Earlier, in the NCBasketball Circles (<a href="http://www.circles99.com/ncbasketball">www.circles99.com/ncbasketball</a>), this is what I wrote</p>
<blockquote><p>I would like to elaborate on why we SHOULDN&#8217;T have a player cap for teams:</p>
<p>1) Basketball was mainly a Chinese sports &#8211; we came up with NC Basketball so the NC can play.</p>
<p>2) Petronas had the best team year-in-year-out during the Petronas Cup &#8211; we threw them out the KLCC, only to be replaced with State teams with a large salary cap.</p>
<p>3) NCBL Histroy<br />
- 2006 Scorekeys had tons of talents &amp; MABA trainees. They were upset by Pegasus in the Finals (Scorekeys won the group game vs. Pegasus).<br />
- 2007 Scorekeys still has the MABA trainees. They were upset in the Semi-Finals by the Phantoms.</p>
<p>We&#8217;ve been given the &#8220;tongkat&#8221; many times already where basketball development for non-chinese is concerned, so another &#8220;tongkat&#8221; will only nullify the efforts &amp; objective of Non-Chinese basketball itself. We may have an &#8220;exciting&#8221; league, but a subpar talent within it.</p>

<p>However, after filling up my car at a local Petronas station, I had this thought (coincidence, I don&#8217;t think so)..</p>
<p>We should have a Nationals cap for the NCBL. Reason - MABA decided to scrap the Petronas team from participating in the annual Petronas Cup tournaments (beginning 2007 I think). MABA scrapped the Petronas Cup team due to the fact that all the players are Nationals, and they thoroughly dominated the Petronas Cup by winning the Cup virtually every year without a stiff competition.</p>
<p>While it may be a long shot for any teams to hire the services of 12 Nationals at one time (or even 5 players for their starting lineup), it is not impossible. If there is no Nationals cap, maybe one day Sathyaseelan could grab an entry form, call up all Nationals and former nationals to participate in the NCBL, win it, and share the RM5000 prize for the champion. (nothing against Seelan. Just an example. Seelan is a great basketball player &amp; an awesome individual, and I do respect him to this day).</p>
<p>While it may develop the level of competition for the NCBL, more teams (especially the minnows) would be likely to pull out from NCBL.</p>
<p>Therefore, I do agree with the Nationals cap, only that having the National Cap at 2 is not really the right number.</p>
<p>Maybe I&#8217;ll go back to National Cap &#8211; only 3 or 4 Nationals per game ruling?</p>

			<content:encoded><![CDATA[<p>My post on the NCBL 2009 Preseason News 1 did garner a lot of interest &amp; feedbacks. The topic is about the proposal/suggestion calling for the implementation of National/Ex-National player (from here on termed &#8220;Nationals&#8221;) cap, whereby participating teams of the NCBL can only include a number of  Nationals in their team. <p>Here is the response from one of our elite member, Yasier Rashid, a National himself (un-edited):</p>

<p>NCBL season ni mgkn nk letak rule br iaitu max 2 national per team sbb ramai player / team request. Jika kite tgk tournament lain:-<br />
Agong Cup &#8211; no limit<br />

Petronas Cup &#8211; no limit<br />
Petronas 3on3 &#8211; no limit<br />
BCBL &#8211; xtau, xde kot<br />
Sultan Cup &#8211; no agong cup player since 2004</p>
<p>If we put a limit, we wil downgrade NCBL lower than Petronas Cup. Jus imagine Pet Cup max 2, then beside Hilmi &amp; Ramesh (although which have the national standard), either Seelan, Kader or Abi gotta be kicked. NS already hv Helbert &amp; Edwin. So maybe Abi gotta play with some other teams where he doesn&#8217;t really wanna play &amp; doesn&#8217;t hv the heart to play. Eventually he may not be interested to play Pet Cup. So is that kind of finals u wanna watch or the original classic finals u hv watched at Manjung? Which kind of finals wil attract more audience, attention &amp; sponsors? Which kind of finals can u learn more from &amp; which wil u remember for years to come?</p>
<p>Players complain that they paid rm1200 so they deserve the equal chance to win the prize money etc. It is not fair that a team has 2,3,4 or 5 national players. We are just bunch of rookies or part time ball players who cant compete with them. Well this is my answer. IT IS FAIR 4 U bcoz u get the same things that they get which is the same basket size &amp; height, the same court, 5 players on court, 7 players on bench etc. &#8220;Yeah i know but Mr.Yaz, it is stil not fair bcoz they r taller, stronger, more skillful, better plus they r national players.&#8221; That is bcoz they WORKED for it. Did u worked for it? Whose to blame? If somebody worked hard for sumthin, then a lazy ass put a restriction to it so that he too can hv a better chance to achive the same goal, then who is being unfair &amp; being the lazy corny coward? Is it fair that if a ex-national etc work hard to be the champion then u put a restriction to it bcoz u don wanna work as hard as he does? Its like a rookie asking to challenge Kobe Bryant 1on1, &#8220;Kobe i can kick ur ass, but u gotta give me 5 point bonus, bcoz u&#8217;re Kobe &amp; i&#8217;m jus a rookie&#8221;. Or Oklahoma City complaining to the NBA, Boston can&#8217;t hv 3 All-Stars, kick KG out or else we &#8216;can&#8217;t play&#8217;. Do u wanna be like that? Or do u wanna be super rookie like LJ, Wade etc? LA once had Shaq, Kobe, Malone &amp; Payton = stil lose anyway.<br />
Do u wanna complain or do u wanna work?</p>
<p>If there are no strong teams but only moderate teams then the league wil be kinda boring. People like to watch great talents &amp; some great games, blowout sometimes. The greatest is between Magic&#8217;s LA &amp; Bird&#8217;s Boston. People stil talk about it right now. But u see how many all stars are in both teams? Quite plenty. Jordan&#8217;s Bulls dominate for 8 years. When he retires, NBA television rating drops dramatically.<br />
This shows people like superb talent &amp; domination. Who doesn&#8217;t like to see Abi play? Everybody. But if he plays with a weak team, can he really do that much? Can he get 10 assist when all the passes he makes, his teammates can&#8217;t convert? Then wil u be excited to watch him &amp; his team play? Dont think so.<br />
Wil the crowds, fans, sponsors get attracted to watch?</p>
<p>If the management implements the rule, the management is downgrading the league &amp; is indirectly sending a message. People wil know that the NC ballers are afraid of challenge. They rather play against a so so team. They do not hv the motivation to work hard to improve to hv a better chance to go further &amp; beat the better teams. They are part time ballers, so the teams participating in NCBL shouldn&#8217;t be that strong so that they won&#8217;t get embarrassed beaten badly. It is not fair for them as their gfs, wives n family r watching. They jus wanna &#8216;play ball part-time&#8217;. NCBL is a kampung league.<br />
NCBL is nothing.</p>
<p>They don&#8217;t hv the vision to improve &amp; upgrade the league to the height of the league outside of Msia. They do not want more nationals to participate in the league. They do not want the players &amp; teams to improve better &amp; faster by playing against the better teams. They don&#8217;t care of sponsorships. They do not want to organize their own basketball club. They do not want NCBL to be better.</p>
<p>They jus wanna ball part-time.</p>
<p>So its up to the management to follow their wants or to follow the serious baller&#8217;s wants. We&#8217;ll later see if NCBL 2009 is a part-time league or a serious league.</p>
<p>So my point is, PLEASE UPGRADE YOURSELF, BUT IF U DON WANNA UPGRADE YOURSELF, PLEASE DON EVER DOWNGRADE THE OTHERS.</p>

<p>Yasier is playing with team Swoosh, which may be affected the most if the Nationals cap is implemented.</p>

		<description><![CDATA[2009 Non-Chinese Basketball League Preseason News I]]></description>
			<content:encoded><![CDATA[<p>Believe it or not, we are about 2 months away from NCBasketball&#8217;s premier annual league &#8211; the Non-Chinese Basketball League (NCBL), 2009 edition. Some teams are still on autopilot, while others are polishing their cannons and scribbling the strategy board.</p>
<p>This first preseason news comes from the League itself, and this is interesting:</p>
<p>Quoted from Yaz45 on NCBasketball Circles99:</p>
<blockquote><p>Abg Kerol cakap ramai team request utk bagi limitation max 2 national / ex-national per team. So this season mungkin akan implement max 2 national / ex-national per team OR per game. Per team di mana cuma max 2 national bole register in a team. Per game di mana xde max no of national bole register in a team tetapi max cuma 2 saja yg bole main di dalam sesebuah game.</p>
<p><strong>Translated:</strong><br />
Mr. Khairul (Anuar Jailani &#8211; Chairman of NCBL and MABA Non-Chinese Development) has informed that many teams (participating in the NCBL) has requested to limit the number of national / ex-national players <span style="text-decoration: underline;">per team OR per game</span> to 2. Therefore, the rule of only 2 national / ex-national may be implemented this season.</p>
<p><span style="text-decoration: underline;">Per Team</span> means max 2 national/ex-national players can be registered to any one team, whereby <span style="text-decoration: underline;">Per Game</span>, no more than 2 national/ex-national players can play at any time during the game, but no limit as to how many national/ex-national players can be registered to a team.</p></blockquote>
<p>This ruling will impact the defending champion and perennial powerhouse Swoosh the most as 3 of their players, namely &#8220;Abi&#8221; Guganeswaran, Kader and Yasier are national (or ex-national) players.</p>
<p>This player cap is meant to create a more competitive league,  with a &#8220;smaller win margin&#8221;  for the minnows against the powerhouse.</p>
<p>I&#8217;ll tell you my opinion on the next post, but until then, lets hear yours. Should we implement this national/ex-national player cap?</p>
